Douglas W. Kammer


As owner and senior partner of Kammer Law Office, S.C., Mr. Kammer has served the Portage and surrounding area for over 40 years in the legal profession.

Mr. Kammer did his undergraduate work at Princeton University, Ball State University and the University of Wisconsin, graduating in 1968 with a Bachelor of Arts degree in Ethical Philosophy, but with concentration also in Political Science and Mathematics. He attended the University of Wisconsin Law School from 1967 through 1970 and received his Juris Doctorate.

Mr. Kammer apprenticed for almost a year and a half with a local law firm and opened his own firm in June, 1972. He originally concentrated his practice in fields of conveyancing and real estate but later developed a trial practice. He is still involved in trial practice as it relates to real estate titles, title insurance claims, and related matters. He has sued or defended every major title insurance underwriter licensed in Wisconsin.

By 1978 he was asked to return to the University of Wisconsin Law School as a guest lecturer for the Trial Advocacy Course. He was certified by the National Board of Trial Advocacy in products liability, medical malpractice and personal injury in April of 1991, and has maintained his certification.

Peers of Mr. Kammer have recognized him by electing him as State Delegate to the American Association for Justice for 1991-1993 and member of the board of directors for the Wisconsin Academy of Trial Lawyers for approximately 20 years. Mr. Kammer was appointed Court Commissioner in 1988 and again in 2006.

He was elected President of the State Bar of Wisconsin in 2009 and served as President until July of 2010. The State Bar is an organization of 27,000 members and an agency of the Supreme Court dedicated to improving the quality of legal services in Wisconsin. During his administration the Bar enacted its first financial transparency policy, petitioned the Supreme Court for rules banning the unauthorized practice of law, and performed the most exhaustive study in memory of the benefits of voluntary membership in the State Bar.

In 1993 Mr. Kammer was instrumental in bringing Attorney's Title Guarantee Fund, a bar-related lawyer-owned title company, into Wisconsin. He served as Director in that multi-state corporation for 14 years, until 2006. Because of his background in real estate law, trial practice, and claims procedure generally, he was a valued member of the claims committee of the board.

Mr. Kammer, as a member of Attorney's Title Guarantee Fund, has issued title insurance since 1993. In 2005, the title business became unwieldy in the law office, and so it was moved to Land Title Central Wisconsin, Inc. Mr. Kammer serves as sole director and president of that corporation.

Mr. Kammer practices in Portage Wisconsin with the firm of Kammer Law Office S.C., a law firm emphasizing litigation and real estate transactions, as part of a general practice.
